Political System and Leadership

The UAE follows a unique political system that combines elements of traditional monarchy and federal governance.

The President of the UAE is the head of state, while the Prime Minister oversees the government.

  • The President of the UAE is traditionally the ruler of Abu Dhabi. Currently, Sheikh Mohamed bin Zayed Al Nahyan holds this position.
  • The Vice President and Prime Minister is usually the ruler of Dubai. Sheikh Mohammed bin Rashid Al Maktoum currently serves in this role.
  • The Federal Supreme Council (FSC) comprises the seven rulers, who collectively make key decisions on national policies.
  • The Council of Ministers executes government decisions and oversees day-to-day administration.
  • The Federal National Council (FNC) is a consultative assembly that includes elected and appointed members who provide legislative recommendations.

Power and Succession

Absolute power in the UAE resides with the ruling families of each emirate. Succession is hereditary and follows a system of appointment within the royal families. The ruler of each emirate typically appoints a crown prince, who is next in line for leadership. When a ruler passes away or steps down, the appointed successor takes over, often with the approval of the ruling family and key governmental figures.

At the federal level, the President and Vice President are selected by the Federal Supreme Council from among the rulers of the emirates, maintaining the balance of power among the leadership.

Legal Systems and Governance in Each Emirate

While the UAE has a unified federal legal system, each emirate has the authority to implement its own local laws and regulations, particularly concerning economic and social policies.

  • Abu Dhabi and Dubai operate independent judicial systems in parallel with the federal court system.
  • Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah follow the federal judicial structure.
  • Islamic law (Sharia) plays a role in legal matters, particularly in family and personal status laws, although commercial and criminal laws are influenced by international legal frameworks.
  • Regulations regarding business, tourism, alcohol consumption, and dress codes vary across emirates, with Dubai and Abu Dhabi having more lenient policies compared to Sharjah, which enforces stricter adherence to Islamic principles.

The UAE’s governance model successfully blends tradition with modern governance, ensuring stability and economic prosperity. While each emirate retains significant autonomy, the federal government plays a crucial role in national unity and strategic development.
