Humanitarian Crisis in Niger: NGOs Urge ECOWAS to Lift Sanctions for Aid Access

Niger is facing a growing humanitarian crisis as sanctions imposed by the Economic Community of West African States (ECOWAS) continue to hinder the delivery of essential aid. International NGOs are calling on ECOWAS to urgently lift restrictions to allow critical support to reach millions of vulnerable people in the country.

Sanctions Blocking Vital Humanitarian Aid

Following a coup d’état on July 26, ECOWAS imposed stringent economic and financial sanctions on Niger, including border closures and trade restrictions. These measures have significantly impacted the flow of humanitarian aid, exacerbating the already dire conditions in a country where more than 4.3 million people require urgent assistance. Among the most affected are women, children, and the elderly, who are struggling to access food, medical care, and other basic needs.

Despite appeals from humanitarian organizations, ECOWAS has maintained these sanctions, making their relaxation conditional on a short political transition in Niger. At a summit in Abuja, ECOWAS leaders reiterated their stance, leaving international aid groups deeply concerned about the worsening humanitarian situation.

NGOs Demand Immediate Action

A coalition of over 20 international NGOs, including Acted, Oxfam, the Norwegian Refugee Council (NRC), and Médecins du Monde, has issued a public call for the immediate reopening of the border between Benin and Niger. This key route is essential for delivering aid, but it remains blocked due to the regional sanctions. The NGOs emphasize that without access to humanitarian corridors, millions of Nigeriens are at risk of further deprivation and suffering.

“The international NGOs in Niger have expressed their deep disappointment at the lack of humanitarian exemptions granted by ECOWAS,” the organizations said in a joint statement. They criticized the regional bloc for not granting exemptions that would allow critical supplies to flow into the country, accusing ECOWAS of ignoring the plight of civilians in Niger.

Ousmane Drabo, NRC’s regional spokesman, emphasized the urgency of the situation: “We want to convince the ECOWAS heads of state to expressly state that there are humanitarian exemptions to the sanctions.” He highlighted that while some access has been provided to medical and humanitarian goods, military authorities in Niger are not utilizing the available channels, compounding the crisis.

Impact of Sanctions on Vulnerable Populations

The lack of humanitarian exemptions has dire consequences for millions in Niger. According to NGO representatives, more than 2 million people faced severe food insecurity between October and December 2023. This has forced 15% of the population to move in search of food and assistance, further destabilizing the region.

Mohammed Chikhaoui, a humanitarian representative for the international NGOs in Niger, warned that the ongoing blockade “risks seriously compromising access to medical assistance, food, and other essential needs for the most vulnerable populations in Niger.” He called for immediate action to alleviate the worsening crisis, stressing that exemptions could prevent further harm to those already living on the brink.
